That proportion is deliberate and it solves one specific problem, which is a columbarium niche or a shelf with limited headroom. The finish is black metal, matte rather than glossy, so it does not show dust the way a polished urn does.
It holds 210 cubic inches, so an adult up to roughly 210 pounds. Filling is from underneath through a bottom opening, which means the top face stays uninterrupted if you plan to set a photograph or a name plate on it. Turn it over onto a towel, open the base, place the bag of ashes inside, and close it again.
